Sometimes the problem is caused by the high default security settings in Internet Explorer 6.0, and it can be solved in the following way, which is perfectly safe:
When Inside Internet Explorer:
• Click 'Tools' -> 'Internet options' -> 'Security' -> 'Trusted sites' -> 'Sites'
• enter: https://www.paypal.com -> click ‘OK'
• Then access the PayPal again by the PayNow button below
• You do not have to go through the whole registration process, if you have already done so and received a registration number. Just do the payment (click on the button below).
